Organization and Capability
The best health care in Nigeria is available in private and nonprofit medical facilities, some of which meet US standards. The quality of government medical facilities is unacceptable by US standards; however, the government is committed to resuscitating its health care through systematic funding and revitalization.
Medical Personnel
The quality of health care providers ranges from poor to fair. Most physicians and nurses do not meet US standards of training. Recent graduates lack experience with modern equipment and sophisticated procedures.
Medical Material
Nigeria imports 80 percent of its pharmaceutical and medical supply needs, primarily from European sources. Domestic medical and pharmaceutical manufacturing plants currently are operating at approximately 40 percent capacity. Medical materiel shortages have hindered medical practice, research, and training.
Blood Supply
The blood supply is not safe. Blood-banking services are unacceptable by US standards.
Disaster and Emergency Response Capabilities
National disaster management is not effective or functional. The civilian sector’s disaster management capabilities are poor to nonexistent. The military provides crowd control during disasters but no systemic medical response. The military currently has no resources available for mass casualty response.

Social Factors
Little opposition exists to Western medical practices; however, much of the country continues to consult traditional healers because of the absence of adequate Western medicine. In Muslim-controlled areas, there is some resistance to women being treated by male physicians.

- Comment: National referral hospital. Facility name changed in May 2000 with dedication of new departments. Equipment may not be functional yet. Physicians believed to be well trained; some are returning expatriates who have been practicing in the West.

- Comment: Poor emergency services. Extremely crowded. Deteriorating physical plant. Equipment often does not function due to lack of maintenance and spare parts. Supply and personnel shortages. Physicians may have been well trained initially, but without benefit of continuing education or sophisticated technologies, it is unlikely they have retained competence relative to their Western counterparts.

Heritage Hospital/The Cardiac Centre Lagos, Nigeria:
Located on Victoria Island, Lagos this facility does diagnostic cardiac non-invasive testing, for general x-rays This new facility with 10 beds with ICU capability, two ICU ward beds, and an emergency room and out patient non-invasive cardiac evaluation tools. The facility has a high standard of cleanliness, staffing, and equipment.
